NEW YORK (Reuters) – A former Mozambique finance minister pleaded not responsible on Thursday to U.S. felony expenses over his alleged involvement in a fraud involving $2 billion in loans to a few state-owned firms.
Manuel Chang entered his plea earlier than U.S. District Decide Nicholas Garaufis in Brooklyn.
Chang had been extradited on Wednesday from South Africa, the place he was arrested in December 2018 on U.S. expenses of conspiring to commit wire fraud, securities fraud and cash laundering.
